"One of the biggest hurdles to cross when developing a training is budget restraints.   It would be nice to be handed a blank check and told money is no issue; but in reality, most clients will want a high-quality product at a low-quality cost. Most graphics and background sounds/music are copyrighted and a licensing fee must be paid in order to use them. However, if you are restricted by a budget, cutting the cost of license fees to use graphics and/or sounds would enable you to get the job done on a lower budget.
